صدر آصف علی زرداری نے اپنے بیٹے کے لیے ایک محفوظ سیاسی حلقے کا چناؤ کیا ہے
فٹ بال، منشیات، پان، ابلتے گٹر، ٹوٹی پھوٹی سڑکوں اور پینے کا پانی بھرنے کے لیے لبمی قطاروں کا جہاں بھی ذکر ہو تو لیاری کا نام ذہن میں آتا ہے۔
جی ہاں! یہ وہی لیاری ہے جہاں سے صدر آصف علی زرداری نے پیپلز پارٹی کے چیئرمین اور اپنے صاحبزادے بلاول بھٹو کے الیکشن لڑنے کا اعلان کیا ہے۔
لیاری گزشتہ چار دہائیوں سے پیپلزپارٹی کا سیاسی گڑھ رہا ہے۔ بینظیر بھٹو نے اپنی شادی کے لیے بھی لیاری کا انتخاب کیا۔ کھارادر اور موسیٰ لین کے درمیاں واقع ککری گراؤنڈ میں انہوں نے شادی کی تقریب منعقد کی اور بعد میں وہاں سے انتخاب بھی لڑا۔
یہ وہی لیاری ہے جہاں سے آصف علی زرداری جیل میں ہوتے ہوئے قومی اسمبلی کے رکن منتخب ہوئے اور اب وہاں سے بلاول بھٹو کو الیکشن لڑانے کا اعلان کیا ہے۔
بینظیر بھٹو جب سترہ اگست کو خود ساختہ جلاوطنی کے بعد کراچی پہنچیں تو ان کی حفاظت کے لیے ’جان نثاران بینظیر فورس‘ بنائی گئی جس میں زیادہ تر نوجوان لیاری کے بلوچ اور کچھی ہی تھے۔
ویسے تو لیاری میں بلوچ، کچھی، میمن، سندھی، نیازی، پٹھان اور مارواڑی آباد ہیں۔ لیکن اس علاقے کی ایک بڑی شناخت مکرانی بلوچ اور شیدی ہیں۔
اصل سوال تو یہ ہے کہ آئین کے تحت قومی اسمبلی کا انتخاب لڑنے کے لیے عمر کی حد پچیس برس ہے جبکہ بلاول ابھی تئیس سال کے ہیں اور وہ اس حد کو اکیس ستمبر دو ہزار تیرہ کو پہنچیں گے
پیپلز پارٹی کے قیام سے لے کر اب تک ذوالفقار علی بھٹو، بینظیر بھٹو اور اب آصف علی زرداری کی لیاری ترجیحات میں رہا ہے لیکن وہاں آج تک سڑکوں کی حالت، نکاسی آب اور فراہمی آب جیسے تین بنیادی مسائل حل نہیں ہوسکے۔
موجودہ حکومت کہتی ہے کہ ان کے تین سالہ دور میں پونے تین ارب روپوں سے زیادہ لیاری کی ترقی پر خرچ ہوئے ہیں لیکن علاقے میں کوئی بڑی تبدیلی نظر نہیں آتی۔ صدر آصف علی زرداری نے بینظیر میڈیکل کالج کے قیام کا اعلان کیا اور رواں سیشن میں داخلے بھی وہاں شروع ہوگئے ہیں۔
پیپلز پارٹی نے لیاری میں فٹ بال سٹیڈیم بھی بنائے ہیں لیکن ماڑی پور روڈ پر واقع پیپلز گراؤنڈ سمیت اکثر کھیل کے میدانوں میں طویل عرصے سے رینجرز کا پڑاؤ رہا ہے۔
لیاری میں ہسپتال اور تعلیمی ادارے تو ہیں لیکن وہاں صحت اور تعلیم کی انتہائی ناکافی اور ناقص سہولیات موجودہ ہیں۔ یہی وجہ ہے کہ صاحب حیثیت لوگ یہاں رہنا پسند نہیں کرتے۔
لیاری کے اکثر منتخب نمائندوں کا بھی یہی حال ہے اور نبیل گبول سمیت اکثر ووٹ مانگنے تو لیاری آئے ہیں لیکن رہائش ڈفینس میں رکھی ہوئی ہے۔ لیکن اس کے باوجود بھی لیاری سے ہمیشہ پیپلز پارٹی ہی جیت جاتی ہے۔
ماضی میں مسلم لیگ (ن)، متحدہ قومی موومینٹ نے لیاری میں اپنے پنجے گاڑنے کی کوششیں کیں لیکن ان کے تاحال تمام حربے ناکام ہی ثابت ہوئے ہیں۔
شاید یہی وجہ ہے کہ صدر آصف علی زرداری نے اپنے بیٹے کے لیے ایک محفوظ سیاسی حلقے کا چناؤ کیا ہے۔ لیکن اصل سوال تو یہ ہے کہ آئین کے تحت قومی اسمبلی کا انتخاب لڑنے کے لیے عمر کی حد پچیس برس ہے جبکہ بلاول ابھی تئیس سال کے ہیں اور وہ اس حد کو اکیس ستمبر دو ہزار تیرہ کو پہنچیں گے۔
پاکستان میں اگر عام انتخابات مقررہ وقت پر ہوئے تو مارچ سنہ دو ہزار تیرہ میں ہوں گے اور بلاول زرداری بھٹو اس میں شرکت کے اہل نہیں ہوں گے۔
لیکن یہ ضرور ممکن ہے کہ ستمبر دو ہزار تیرہ میں جب وہ پچیس برس کے ہوجائیں تو ان کے لیے نشست خالی کر کے انہیں منتخب کروایا جاسکے۔
اگر بلاول بھٹو زرداری نے لیاری پر توجہ مرکوز کی اور ان کے تین بنیادی اور بڑے مسائل، سڑکیں، نکاسی اور فراہمی آب، حل کیے تو لیاری شاید بلاول کے بچوں کا بھی محفوظ حلقہ ثابت ہو۔

God help us all: Bilawal to contest next polls from Lyari
President Zardari has announced that Bilawal will contest next elections from Lyari.
The President presided over a high level meeting at Bilawal House here on Monday and discussed the ongoing projects under Lyari development package. He also ordered compensation for the heirs of the victims killed in Karachi unrest. It was in the meeting that Zardari announced Bilawal will contest the next election from Lyari. Sindh Chief Minister Syed Qaim Ali Shah, Federal Interior Minister Rehman Malik, provincial ministers and legislators from Lyari and high officials attended the meeting.
The meeting reviewed the progress on projects, including roads, sewerage system, Shaheed Mohtarma Benazir Bhutto Medical University, flyovers and water supply schemes. President Zardari underlined the need for strict compliance on projects, proper utilisation of funds and early completion of these schemes to benefit the people of Lyari. Earlier, in the briefing on Lyari development package, the President was told that Rs 2.8 billion have been spent during last three years.
Sharjeel Memon later told the media that the party was jubilant on the decision of the President to field Bilawal in Lyari. He said the decision had been reached after consultation with the party leaders.
Earlier in the meeting, President Zardari maintained that Liyari is Pakistan Peoples Party’s heart, adding, “This is my utmost desire that Bilawal Bhutto Zardari should contest election from Liyari constituency in the upcoming elections”.
Besides, the President said that he would meet with the representatives and notables of the Liyari constituency in two or three months to discuss the arrangements for the upcoming general elections. On the occasion, President Zardari directed the elected representatives of the said constituency to complete all the ongoing development projects till the end of this year.
While Bilawal Bhutto Zardari would come back to Pakistan in September after Eid and will start his practically political career from Liyari, said the President. Lyari used to be the constituency of Benazir Bhutto.

Dynastic politics: Hamza likely to be made provincial general secretary
Hamza Shahbaz Sharif is likely to win the seat of provincial general secretary of the Pakistan Muslim League-Nawaz in the third round of party ‘elections’, The Express Tribune has learnt.
Sources in the party said that Nawaz Sharif, at a recent meeting here in the city, had told PML-N leaders that it was time for Hamza to take on a bigger role as he was the party’s future. Nawaz recently made his son-in-law Cap (r) Safdar chief organiser of the party’s youth wing. The sources said that Sirdar Zulfiqar Khan Khosa would likely be made provincial president of the PML-N.
District presidents and general secretaries were elected in the first week of this month. The provincial-level offices will be decided after the central offices. According to the PML-N’s media cell, some 750 general councillors from across the country will gather at Islamabad’s Convention Centre on July 27 to elect the central office bearers.
The sources said that the ‘elections’ would involve the announcement of the names nominated for various posts and then a voice vote. They said no more than one candidate would be nominated for each post and they did not expect any opposition from the councillors to the party leaders’ choices.
The sources said that the party had decided that Raja Zafarul Haq would be made chairman, Javid Hashmi senior vice president, Sartaj Aziz central general secretary, Perveiz Rashid central information secretary, Ahsan Iqbal additional general secretary, and Zafar Jhagra vice president.
The councillors are also expected to return Nawaz Sharif to the office of party president for the first time in 10 years. He was barred from the office by laws introduced by military ruler Pervez Musharraf in 2002 against people with criminal convictions serving in party posts. Nawaz had been convicted of trying to hijack the plane on which Musharraf was returning to Pakistan in 1999 to topple his government. In July 2009 the Supreme Court overturned Nawaz’s conviction.
Shahbaz Sharif served as president of the party from 2002 until 2009, when Nawaz dissolved all party bodies and set up central and provincial organising committees to run the PML-N.
Shahbaz Sharif was made chief organiser in Punjab, Saleem Zia in Sindh, Sardar Mehtab Ahmed Khan in Khyber-Pakhtunkhwa and Khudae Noor in Balochistan. The provincial presidents Khosa in Punjab, Syed Ghous Ali Shah in Sindh and Pir Sabir Shah in KP were made members of the central organising committee.
The sources said that in the reorganisation, the provincial chief organisers would become the party provincial presidents, while the central committee members would be accommodated in the centre, accept in the case of Punjab, where Khosa would be made provincial chapter president.
They added that if Khosa preferred a central office, his son MNA Saifuddin Khosa could be made general secretary in Punjab and Hamza president. However, the sources said that they expected Hamza to become general secretary in Punjab.PML-N spokesmen Ahsan Iqbal and Senator Pervez Rashid were unavailable for comment.
